Your bottlenecking the gpu with that processor i would advise you to upgrade to either a ryzen 5 2800 or ryzen 7 1600x that would mean upgrading ur motherboard/ram

AMD phenom with a rx 580? That’s why you won’t see FPS above 30. Need to upgrade every component, not just the gpu

+PC Parts & Service 061 15 59 049 I had that same CPU, 940 BE.. Trust me, upgrade to ryzen. You will get 50+
I was getting around 25-30FPS even when CPU load wasn't exceeding 75%. Observe, for example, @3:45 into the video.

i mean if you benchmark a videocard at least use a CPU that doesn't bottleneck the whole system, rx 580 gives like 100ish fps on 1080p
If you actually take the time to watch this video, you will easily notice that CPU utilization almost never reaches 90%, let alone 100%, where the CPU would be bottlenecking the card. Also, notice all the settings I pushed BEYOND "Very High".
Using which settings on 1080p?

Is hot, but should be ok for that gpu, if u want that go more cooler make a custom fan curve and try to cap the fps in your games like 75-120fps, that helps in a someway. sources: testing by myself.

It should be running 70-95c that's the safe range of temperatures then it throttles itself to stay safe
